Enacts the Third Validating Act of 2019 to validate the organization, boundaries, acts, proceedings, and bonds of public bodies including state agencies, counties, cities, districts, and specified entities.

Declares all public bodies organized under any law prior to the effective date as legally organized and functioning with full rights, powers, and privileges.

Confirms and validates all previously established boundaries of public bodies and all prior acts including annexations, detachments, consolidations, mergers, and dissolutions.

Validates all bonds and bond proceedings heretofore authorized, issued, or sold by public bodies as legal, valid, and binding obligations.

Limits validation challenges to six months from the effective date; after expiration, all matters shall be held valid and incontestable unless already barred by statute of limitations or previously determined illegal.
