Replace "homemaking" with "family and consumer sciences" in community college district authority to establish community service classes and adult education classes.

Expand the definition of "Armed Forces of the United States" to include all members of the California National Guard (instead of only the California Army National Guard) for purposes of resident tuition classification.

Entitle Armed Forces members stationed in California to resident classification for tuition and fees purposes, with continued resident status if transferred out of state while continuously enrolled.

Require community college chancellors and the State Department of Education to assign statewide student identifiers to adult education students beginning in the 2019–20 fiscal year, using prior identifiers for students who attended K–12 schools or other adult education programs.

Establish that if the Commission on State Mandates determines the bill imposes state-mandated costs, reimbursement shall follow procedures under Government Code Section 17500 et seq.
