Reduces the threshold for mandatory board appointment of successors from fewer than 4 members to fewer than 3 members representing an electoral division when a vacancy occurs.

Modifies election procedures to allow flexibility: if a board seat is eliminated before election notice is filed, one director is elected in 2020 and two directors in 2022 for the affected electoral division (instead of the standard two in 2020 and one in 2022).

Requires the board to choose by lot one seat from the 2020 election that will result in a two-year term for the director elected in 2024, unless the seat elimination provision is triggered.

Specifies that no state reimbursement is required because any costs result from a program requested by the local agency.
