Requires sellers and distributors of tobacco products through postal or delivery services to use conspicuously marked containers labeled "CONTAINS TOBACCO PRODUCTS: SIGNATURE OF PERSON 21 YEARS OF AGE OR OLDER REQUIRED FOR DELIVERY"

Mandates obtaining the signature of a person 21 years of age or older upon delivery of tobacco products before completing the transaction

Allows purchasers and recipients to designate an alternative delivery address different from their verified billing or mailing address

Applies to all tobacco product sales and nonsale distributions made through mail, telephone, facsimile, or internet to consumers in California

Maintains existing civil penalty structure ranging from $1,000-$2,000 for first violations up to $10,000 for fifth or subsequent violations within a five-year period
