Authorizes the Department of Toxic Substances Control to rely on existing publicly available studies or evaluations of chemical alternatives instead of requiring manufacturers to conduct new alternatives analyses, following public notice and comment.

Authorizes the department to issue formal information requests to product manufacturers for data on ingredient chemical identity, concentration, functional use, and sales information, with responses due within 30-120 days.

Allows product manufacturers who cannot obtain information from suppliers to provide supplier contact information instead, and permits the department to issue independent requests directly to suppliers or chemical manufacturers.

Imposes civil penalties up to $50,000 per violation or per day for continuing violations for failure to provide requested information, with penalties deposited in the Toxic Substances Control Account.

Requires the department to include in Priority Product Work Plans (starting with 2021-23 plan) information on chemicals of concern, timelines for information collection and regulatory actions (not to exceed 7 years), and plans for collecting needed ingredient data.
