CA SB405

Authorizes the Department of Public Works of the County of Los Angeles to create a pilot project demonstrating the use of high RAP (reclaimed asphalt pavement) hot mix asphalt (85-100% RAP content) for paving streets, roads, and highways.

Permits three types of applications: cold plane removal and replacement with high RAP asphalt (1-3 inches depth), micro mill removal on residential streets with asphalt rubber membrane, and other applications testing viability of high RAP asphalt.

Requires establishment of an independent evaluation team consisting of county representatives and regional university faculty with expertise in pavement engineering, recycling, engineering, and greenhouse gas emissions to observe and document the pilot project.

Mandates the evaluation team prepare a comprehensive final report within six months of project completion, including testing results, greenhouse gas emissions comparison with virgin asphalt, and photographic/video documentation of pre- and post-construction conditions.

Requires pilot project completion by December 31, 2022, with the authorization repealing on December 31, 2026.
