Removes federal law requirements and permanently establishes state requirements for health care service plans and health insurers to cover preventive services without cost-sharing and prohibits lifetime and annual limits on covered benefits.

Extends authorization for electronic requests and remote identity proofing for certified vital records (birth, death, marriage) from January 1, 2021 to January 1, 2022.

Requires the Department of Health Care Services to take enforcement action against unlicensed alcohol and drug recovery residences and allows referral of complaints to other enforcement entities including the Department of Insurance and Attorney General.

Renames the California Organic Products Act to the California Organic Food and Farming Act and removes requirement to maintain registration numbers in organic product records.

Extends the California Health Benefit Review Program and Health Care Benefits Fund operation through July 1, 2022 and requires continued annual assessments on health care service plans and health insurers; requires criminal background clearances for administrators and directors of PACE program facilities.
