Expands illegal dumping law to make it a crime to transport waste matter, rocks, concrete, asphalt, or dirt with the purpose of dumping in prohibited locations including public/private highways, private property without consent, and public parks.

Makes it unlawful for property owners or their agents to receive waste materials if required state or local permits or licenses were not obtained prior to receipt.

Modifies penalty structure for infractions: first conviction $250-$1,000 fine, second conviction $500-$1,500 fine, third or subsequent conviction $750-$3,000 fine (reduced from previously higher amounts).

Maintains existing misdemeanor penalties for commercial quantity dumping (one cubic yard or more) with imprisonment up to six months and fines of $1,000-$10,000 depending on conviction number.

Authorizes courts to require convicted persons to remove dumped waste or perform community service picking up litter as probation conditions.
