Repeals the Family Cost Participation Program (Section 4783), which previously assessed sliding scale fees to parents with income at or above 400% of federal poverty guidelines for respite, daycare, and camping services for children with developmental disabilities.

Repeals Section 4785, which established a $150-$200 annual family program fee for parents with adjusted gross family income at or above 400% of federal poverty level whose children receive regional center services beyond basic eligibility determination and needs assessment.

Removes references to the Family Cost Participation Program from Government Code Section 95004 regarding early intervention services, except where such compliance would cause delays or conflicts with federal requirements.

Amends Welfare and Institutions Code Section 4684 to clarify that Aid to Families with Dependent Children-Foster Care (AFDC-FC) and Adoption Assistance Program (AAP) benefits shall not be counted toward gross income for purposes of eliminated family cost participation requirements.

Makes technical and conforming changes to remove language related to family fee assessment provisions throughout the Developmental Disabilities Services Act.
