Requires the San Gabriel Water Quality Authority to update its basinwide groundwater quality management plan annually and incorporate a comprehensive status report with specified elements including contamination overview, agency coordination, funding sources, and project prioritization criteria.

Delivers copies of the basinwide plan to the State Water Resources Control Board and California Regional Water Quality Control Board, Los Angeles region, within 30 days of adoption.

Adjusts board member term expiration dates: members and alternates for cities with pumping rights elected in 2016 expire January 1, 2022; members and alternates for cities without pumping rights elected in 2018 expire January 1, 2024.

Requires nominations for board vacancies to be submitted 60 to 90 days before the meeting at which a vacancy will be filled, and allows vacancies in city-elected positions to remain unfilled if less than 6 months remain in the term.

Repeals the requirement for the authority to submit status reports every 6 months to state water boards, consolidating reporting into the annual basinwide plan update.
