Prohibits selling, giving, or furnishing cigarettes with single-use filters, single-use plastic filtration devices, single-use electronic cigarettes, and single-use vaporizer devices to any person in California, whether through in-person transactions or mail/delivery services.

Authorizes city attorneys, county counsels, or district attorneys to assess civil fines of $500 per violation, with enforcement conducted according to specified administrative procedures.

Requires tobacco product manufacturers to use recyclable materials for reusable components (multiuse filters or electronic cigarettes designed for at least one year of daily use) eligible under existing state or local recycling programs.

If recyclable materials cannot be used or tobacco use renders components ineligible for recycling, manufacturers must provide take-back collection bins or mail-back programs at all retail locations selling their products, with costs not passed to consumers.

Authorizes the Department of Resources Recycling and Recovery to collect enforcement fees not exceeding reasonable regulatory costs, impose administrative penalties up to $10,000 per day ($50,000 if intentional), and adopt implementing regulations.
