Establishes the Dymally Fellows Project at California State University, Dominguez Hills, operated through the Mervyn M. Dymally African American Political and Economic Institute.

Provides academic and leadership skills training to high school students and community college students from South Los Angeles County, including the cities of Bell, Carson, Compton, Gardena, Hawthorne, Inglewood, Lynwood, South Gate, and neighborhoods of North Long Beach, Willowbrook, and Watts.

Requires the project to expand participants' academic and leadership capabilities to encourage their enrollment at the California State University system and provide leadership curriculum including statewide, national, and international study and travel opportunities.

Makes implementation contingent upon legislative appropriation through the Budget Act or another statute.

Declares that special legislation is necessary due to unique circumstances of South Los Angeles County communities surrounding the campus.
