Requires the State Air Resources Board to update its 2016 mobile source strategy no later than January 1, 2021, and every five years thereafter to address deployment of medium- and heavy-duty vehicles in California.

Mandates the State Air Resources Board to establish reasonable and achievable emissions reduction goals for medium- and heavy-duty vehicles by 2030 and 2050 based on technological feasibility, cost-effectiveness, and state emissions reduction goals.

Requires the updated strategy to identify policies advantaging fleets that reduce greenhouse gas emissions early, coordinate air quality standards with emissions reduction goals, and identify benefits to low-income and diesel-pollution-impacted communities.

Authorizes the State Air Resources Board to establish a process identifying medium- and heavy-duty vehicle segments capable of faster emissions reductions through beachhead market analysis, consistent with the California Clean Truck, Bus, and Off-Road Vehicle and Equipment Technology Program.

Requires the State Air Resources Board to submit updated strategies to relevant legislative policy and fiscal committees.
