Secretary of Health and Human Services shall convene a task force to study and assess the need for a cognitive impairment safety net system for at-risk adults with cognitive impairment, including those with dementia, traumatic brain injury, and developmental disabilities diagnosed after age 18.

Task force membership shall include individuals with cognitive impairment or their family members, representatives from developmental services, health, public health, mental health, human services, and public guardians or conservators, and representatives from stakeholder groups.

Task force shall determine short-term and long-term services needed by this population, including mental health, health, developmental disabilities services, case management, supportive housing, adult placement, and caregiver support.

Task force shall consider options for expanding existing services or developing new service structures to support the population, including financing options.

Task force shall submit a written report with recommendations to the Legislature and Governor on or before January 1, 2021.
