Establishes requirement for California Department of Aging to develop a core model of ADRC best practices by July 1, 2022, including person-centered counseling, public outreach, formal follow-up procedures, and data collection standards.

Requires ADRC programs operated jointly by area agencies on aging and independent living centers to implement the established best practices by July 1, 2022.

Directs California Department of Aging to develop a statewide implementation plan for the No Wrong Door System, coordinate funding sources, and serve as a facilitator for partnerships among state agencies and federal entities.

Authorizes State Department of Health Care Services to determine if Medicaid administrative claiming process can fund No Wrong Door System activities such as outreach, counseling, training, and quality improvement.

Makes implementation of all provisions contingent upon appropriation of funds in the annual Budget Act or other legislation for express purposes.
