Prohibits the use of any pesticide containing chlorpyrifos in California, effective immediately upon passage.

Allows the prohibition to be lifted only if the Director of Pesticide Regulation adopts control measures for chlorpyrifos AND both the Director of Environmental Health Hazard Assessment and the State Air Resources Board chairperson determine by clear and convincing evidence that the control measures will not cause neurodevelopmental or other harm to children.

Requires consideration of potential exposure to chlorpyrifos through contaminated food or water, as well as impacts to sensitive receptors as defined in existing law.

Establishes the "Protect Children from Brain-Damaging Chlorpyrifos Act of 2019" based on scientific evidence linking prenatal and early childhood exposure to chlorpyrifos with reduced IQ, memory loss, motor development delays, attention disorders, and brain structure changes.

Does not mandate any action by the Director of Pesticide Regulation to adopt control measures.
