Allows Cal Grant A and Cal Grant B recipients enrolled in baccalaureate degree programs to receive Cal Grant awards for summer terms if they received a Cal Grant award in any term during the immediately preceding academic year.

Limits summer term Cal Grant eligibility to a maximum of 2 summer terms per student.

Specifies that Cal Grant awards received for summer terms do not count against the standard 4-year undergraduate eligibility limitation for Cal Grant A and B renewals.

Adds a definition of "summer term" as one or more periods of instruction for credit in a baccalaureate degree program occurring between the spring semester or quarter and the fall semester or quarter.
