Authorizes the California Horse Racing Board to immediately suspend a racing license with a vote of at least 4 members when necessary to protect the health and safety of horses or riders at racing meetings.

Allows the board to require additional safety standards or other requirements as conditions for lifting a suspension, and makes it unlawful to conduct racing meetings under a suspended license or without meeting imposed conditions.

Permits the board to call emergency meetings to consider license suspensions without the standard 10-day notice requirement under the Bagley-Keene Open Meeting Act if a shorter timeframe is necessary to protect horses or riders, but requires at least one hour notice to media outlets.

Requires the board to review any suspension action taken under these provisions within 10 calendar days.

Authorizes the board to change, limit, restrict, or reallocate racing weeks, days, or dates at any time regardless of whether conditions were foreseeable at the time of allocation, and specifies this is not subject to formal revocation proceedings.
