Requires the EBT system to limit online food purchases through CalFresh to retailers authorized by the USDA that provide 4-hour exchange access, meet food safety requirements, and secure signatures confirming pickup or delivery.

Directs the State Department of Social Services to establish qualifications, processes, and standards for certifying retailers to accept online cash benefit payments and determine allowable online purchases using cash benefits.

Requires the department to issue guidance by January 1, 2021, describing the qualifications, processes, and standards for online cash benefit payments at retailers.

Allows the department to implement requirements through all-county letters until formal regulations are adopted within two years of federal approval for online EBT purchases in California.
