Authorizes the California Transportation Commission to relinquish Route 282 to the City of Coronado and specified portions of Route 75 to the Cities of Coronado, Imperial Beach, and San Diego under certain conditions.

Requires relinquishment to become effective upon county recorder's recordation of the relinquishment resolution and prohibits future adoption of relinquished portions under Section 81.

Mandates that recipient cities maintain traffic flow continuity, install directional signs for motorists, and ensure the relinquished routes remain ineligible for future state highway adoption.

Requires the City of Coronado to maintain Route 282 and its portions of Route 75 as Strategic Highway Network Connectors for the Federal Highway System and preserve military defense access and emergency capabilities.

Requires the City of Coronado to seek military installation concurrence before taking actions affecting public safety, traffic flow, cargo restrictions, or vehicle weight/dimension limits on relinquished routes, with a 60-day response period.
