Changes inspector general position from subordinate to Adjutant General to advisor to Governor who is responsive to Adjutant General, serving at rank O-6 or higher on state active duty.

Requires inspector general to expeditiously investigate complaints and notify requesting parties of investigation results, with interim responses every 60 days if final response is significantly delayed.

Mandates inspector general to refer all allegations of whistleblower retaliation to Chief of National Guard Bureau and Governor, and report high-ranking officer allegations to appropriate federal inspectors general within 10 working days.

Strengthens whistleblower protections by prohibiting restrictions on Military Department members' communications with Congress, Governor, Legislature, and inspectors general, and prohibiting reprisal or threatened adverse personnel actions for such communications.

Establishes disciplinary action requirements for department members who engage in reprisal, retaliation, threats, or coercion against those reporting improper activities, including potential prosecution under state law and UCMJ Article 92.
