Extends confidentiality protections for home addresses in Department of Motor Vehicles records to include public health officers, subject to existing exceptions for courts, law enforcement agencies, and other specified entities.

Allows disclosure of confidential home addresses only to courts, law enforcement agencies, the State Board of Equalization, attorneys in civil or criminal actions with court approval, and governmental agencies required by law to access DMV records.

Maintains three-year confidentiality period following termination of office or employment, with permanent confidentiality for retired peace officers and judges upon request.

Makes legislative findings that the confidentiality limitation protects personal and private information of public health officials and their families while preserving public access to information concerning public business.
