Increases the threshold for establishing or collecting CalFresh benefit overissuances from households no longer receiving benefits from $125 to $400 for both administrative and inadvertent household errors.

Requires the State Department of Social Services to develop a policy by January 1, 2021 for compromising (reducing or eliminating) administrative error claims for households with at least one elderly or disabled member, with implementation by December 31, 2023.

Maintains collection requirements for intentional program violations and fraud regardless of overissuance amount, and for inadvertent household errors at or above the $400 threshold.

Requires notices of overissuance to include detailed information about the amount, calculation, reason for overpayment, appeal rights, and repayment instructions.

Permits implementation through all-county letters rather than formal rulemaking, effective no later than January 1, 2021.
