Establishes an education assistance program within the Department of Veterans Affairs to provide housing and tuition assistance to disabled veterans attending graduate school in California.

Requires the department to provide tuition assistance and monthly housing allowances to eligible disabled veterans attending graduate schools at the University of California, California State University, or independent institutions of higher education, upon legislative appropriation.

Extends housing allowance assistance to disabled veterans participating in graduate internship or fellowship programs that earn credits toward a graduate degree.

Defines "disabled veteran" as someone who meets federal Chapter 31 requirements under Title 38, enlisted in California, and was honorably discharged from any military branch.

Restricts eligibility to veterans whose federal education assistance benefits have expired; requires department regulations by January 1, 2021 covering application criteria, data collection, and program evaluation.
