Amends Health and Safety Code Section 25299.50.6 to authorize the State Water Resources Control Board to expend Site Cleanup Subaccount funds for costs incurred by the Department of Toxic Substances Control and water replenishment districts to identify sources of surface or groundwater contamination.

Expands authorized uses of Site Cleanup Subaccount funds to include remediation costs incurred by water replenishment districts under the direction of the board, regional boards, local agencies, or other appropriate regulatory agencies with groundwater cleanup oversight authority.

Authorizes grants for remediation actions at locations where the Department of Toxic Substances Control has required responsible parties to undertake investigation or cleanup, subject to the existing requirement that responsible parties lack sufficient financial resources.

Requires the board to consider factors including threat to human health and safety, location in disadvantaged communities, cost-benefit analysis, and availability of alternative funding sources when approving expenditures and awarding grants.

Applies to costs incurred on or after September 25, 2014, and prohibits grant funding for costs already paid by other sources.
