Requires metropolitan planning organizations to provide data to the State Air Resources Board (CARB) for monitoring progress toward 2035 greenhouse gas emission reduction targets and determining if regions are on track to meet those targets.

Mandates action elements in regional transportation plans identify near and long-term steps to implement sustainable communities strategies and achieve greenhouse gas emission reduction targets, with metropolitan planning organizations monitoring and reporting progress to CARB.

Establishes an interagency working group administered by the Strategic Growth Council to develop a State Mobility Action Plan for Healthy Communities addressing vehicle miles traveled reductions, transit options, infill development, and anti-displacement measures, with plans due December 31, 2020 and updated every 4 years thereafter.

Interagency working group must identify actions to align state transportation funding with climate, health, equity, conservation, and housing goals, establish implementation timelines and investment strategies, and hold at least four public workshops statewide for stakeholder input.

Imposes state-mandated local program requirements on transportation planning agencies; provides for state reimbursement of mandated costs under Government Code Part 7.
