Amends Section 38535 of the Health and Safety Code to require the State Air Resources Board to develop a report assessing greenhouse gas emissions from wildfires and forest management activities.

Requires the report to include greenhouse gas, criteria air pollutant, and short-lived climate pollutant emissions from wildfires and forest fires, categorized by cause (natural, permitted, intentional human-caused, or incidental).

Mandates the report assess the increased severity of wildfires and forest fires from climate change impacts and calculate resulting increases in emissions.

Changes reporting frequency from every 5 years to every 3 years, with the first report due by December 31, 2020.

Requires the State Air Resources Board to post the report on its website and identify what information should be included in the scoping plan for greenhouse gas emissions reductions.
