Requires manufacturers of electronic cigarettes sold in California to submit written physical descriptions and photographs of each device to the State Department of Public Health, starting April 1, 2020.

Requires manufacturers to submit descriptions and photographs of new electronic cigarettes within 30 days of making them available for sale after April 1, 2020.

Mandates the State Department of Public Health to post all electronic cigarette descriptions and photographs on its website starting July 1, 2020, and coordinate with the State Department of Education to notify local schools.

Requires the California Department of Tax and Fee Administration to share lists of licensed electronic cigarette manufacturers with the State Department of Public Health for compliance verification.

Authorizes the State Department of Public Health to impose fees on manufacturers to cover costs of implementing these requirements.
