Deletes the January 1, 2020 repeal date for pedicab alcohol consumption requirements, making those regulations permanent instead of temporary.

Requires pedicabs allowing passenger alcohol consumption to have a 21+ year-old onboard safety monitor who is sober and completes alcohol service training (LEAD program or equivalent).

Restricts alcohol on pedicabs to sealed, labeled containers brought by passengers only; operators and safety monitors cannot provide or sell alcohol.

Requires local ordinance or resolution authorization for alcohol consumption on pedicabs and limits alcohol use to passengers 21 years or older who are physically on board.

Declares no state reimbursement is required for local agencies since the act creates new crime/infraction penalties under state law.
