Extends indefinitely the operation of provisions allowing registered hazardous waste transporters to use a simplified manifesting procedure for door-to-door household hazardous waste collection programs and residential pickup services, which were previously set to expire January 1, 2020.

Requires transporter quarterly reports to the Department of Toxic Substances Control detailing manifest information for each generator, shipment date, waste codes, volumes, and waste stream categories, with all nonconfidential data made public.

Repeals provisions authorizing facility operators to submit electronic reports in lieu of actual manifest copies and removes requirements for transporters to submit manifest copies on behalf of out-of-state receiving facilities.

Requires public agencies operating door-to-door collection programs to retain manifest copies for at least three years and prohibits transporters from mixing household hazardous waste with conditionally exempt small quantity generator (CESQG) wastes.

Expands the unified program's consolidation of hazardous waste control requirements to indefinitely include transfer facilities operated by door-to-door household hazardous waste collection programs and residential pickup services.
