Authorizes governing boards of school districts overseeing adult education programs and community college districts overseeing noncredit programs to allow students pursuing high school diplomas or high school equivalency certificates to enroll as special part-time students at community colleges.

Community colleges receive credit or reimbursement through the apportionment process for attendance of these students, provided no school district receives reimbursement for the same instructional activity.

Special part-time students may enroll in up to 11 units per semester at community colleges.

Community college classes must be open to the general public and advertised accordingly to qualify for state apportionment funding; if offered on high school campuses, classes cannot be held when the campus is closed to the general public.

Physical education courses are limited to no more than 10 percent enrollment of special part-time or full-time students, with state apportionment not exceeding 5 percent of the district's total reported full-time equivalent enrollment.
