Caps commissary markups at 10% above vendor cost and restricts purchases to incarcerated people only, not jail staff.

Renames the "inmate welfare fund" to "incarcerated peoples' welfare fund" and requires all funds be spent solely on incarcerated people's benefit, education, and welfare.

Limits telephone rates to $0.05 per minute and video communication rates to $0.25 per minute for contracts entered into or renewed on or after January 1, 2021.

Prohibits specified fees including account opening/closing fees, deposit fees for trust accounts, refund fees, paper bill fees, and third-party payment fees for communications, information, or commissary services.

Requires funds remaining in inactive accounts after 90 days to be returned to consumers at no additional cost.
