Requires the University of California to construct a new University of California, Riverside School of Medicine facility upon receipt of a legislative appropriation

Establishes that Inland Southern California (Riverside and San Bernardino counties) has a critical shortage of primary care physicians at 35 per 100,000 patients versus the recommended 60-80 per 100,000

Notes that UCR School of Medicine, which opened in August 2013, is currently limited to 250 students per academic year due to facility constraints and needs to expand enrollment to 500 students

Directs the University of California to annually report to relevant legislative committees on funding, recruitment, hiring, and outcomes for the medical school expansion

Requires compliance with existing reporting requirements on the medical school as a condition of receiving future appropriations
