Authorizes Glendale Community College's governing board to designate April 24 as "Armenian Genocide Remembrance Day" as a college holiday, subject to a memorandum of understanding with employees.

Amends Section 79020 of the Education Code to add subdivision (m) allowing this special holiday in addition to existing community college holidays.

Requires the governing board to reach a memorandum of understanding pursuant to Chapter 10.7 of the Government Code before closing the college on April 24.

Legislature finds that a special statute is necessary due to the large population of Armenian descent students at Glendale Community College who observe this remembrance.

Does not authorize reduction of the total number of instructional days below the minimum established by law.
