Requires cosmetic manufacturers to disclose fragrance and flavor ingredients included on a designated list of hazardous chemicals to the State Department of Public Health, effective January 1, 2021.

Mandates disclosure of fragrance allergens present in cosmetic products at concentrations of 0.01% (rinse-off products) or 0.001% (leave-on products), with separate identification on the public database.

Requires the Division of Environmental and Occupational Disease Control to post disclosed fragrance and flavor ingredients and their associated health hazards on an existing public cosmetic product database.

Protects trade secrets by prohibiting disclosure of ingredient amounts, formulation methods, or ingredients not on the designated hazardous chemicals list.

Applies to cosmetic products sold in California for both professional and retail use, identified by UPC and CAS numbers.
