CA SB575

Repeals the prohibition on incarcerated students receiving Cal Grant awards, making them eligible for financial aid.

Expands Cal Grant eligibility to include noncitizens who have filed an I-589 Application for Asylum and possess a valid employment authorization document and social security number.

Requires the Student Aid Commission to report by April 1 annually on the number and demographic characteristics of students qualifying for Cal Grant awards based on high school graduation or equivalent.

Makes conforming changes to Cal Grant eligibility requirements in Education Code Sections 69433.9, 69436, and 69514.

Includes coordination provisions with SB 296 regarding amendments to Section 69433.9, with Section 1.5 operative only if both bills are enacted and SB 575 is enacted after SB 296.
