Extends the California Sea Otter Fund to January 1, 2028, or until earlier if annual contributions fall below $250,000.

Renames the fund to the California Sea Otter Voluntary Tax Contribution Fund and makes contributions continuously appropriated to comply with voluntary tax contribution requirements.

Allocates fund revenues after administrative costs: 50% to the Department of Fish and Wildlife for sea otter conservation and enforcement, and 50% to the State Coastal Conservancy for competitive grants for research and programs related to sea otter recovery and nearshore ocean ecosystem improvement.

Requires the Department of Fish and Wildlife and State Coastal Conservancy to publish on their websites information about award processes, administrative spending, and itemization of how program funds were awarded.

Maintains a tax return checkoff allowing individuals to contribute $1 or more to the fund, with contributions deductible as charitable donations.
