Creates the California Council on the Future of Transportation as an advisory committee of the California Transportation Commission to recommend state policy changes on autonomous, driverless, and connected vehicle technology.

Council shall consist of at least 22 members representing transportation workers, local and state agencies, vehicle manufacturers, technology companies, disability rights organizations, transit agencies, environmental groups, and public health organizations, plus designated state officials.

Council must submit policy recommendations to the Legislature by January 1, 2022, and biannually thereafter, addressing topics including road safety, infrastructure, traffic reduction, environmental objectives, labor impacts, and accessible mobility options.

Requires the Office of Planning and Research to lead a subcommittee focused on environmental, public health, and energy objectives, with recommendations due to the Legislature by January 1, 2022, and made publicly available.

Chapter repeals on January 1, 2030.
