Permits counties to inform IHSS beneficiaries about registering with their electrical corporation to receive advanced notifications when the utility plans to deenergize portions of the electrical distribution system or during emergencies.

Defines "materials" as information available on internet websites, in printed form, or both.

Requires the State Department of Social Services to issue an all-county information notice within 180 days of enactment emphasizing the importance of disseminating this information to IHSS applicants and recipients.
