Requires the Department of Housing and Community Development to provide the Department of General Services with a list of locally-identified lands suitable and available for residential development by December 31 of each year.

Mandates the Department of General Services to create a searchable public database combining local residential development land inventories and state excess lands, accessible through a link on its internet website.

Requires local planning agencies to electronically submit inventories of land suitable for residential development to the Department of Housing and Community Development for housing elements adopted on or after January 1, 2021.

Authorizes the Department of Housing and Community Development to establish, review, amend, and repeal standards, forms, and definitions for preparing residential development land inventories without being subject to the Administrative Procedure Act.

Specifies that no state reimbursement is required because the act produces offsetting savings to local agencies.
