Establishes the Master Plan for Aging Housing Task Force, chaired by the Director of Housing and Community Development, to identify policy strategies for increasing affordable housing supply for older adults and reducing barriers to health care and social services in affordable housing.

Task force shall consist of state agency directors, legislative representatives, and appointed members representing nonprofits, labor organizations, health plans, local governments, and PACE organizations.

Requires the task force to meet at least 6 times during 2020 and submit a comprehensive report to the Legislature by April 30, 2021, addressing current and projected affordable housing needs for older adults, existing units, intergenerational housing, barriers, and policy recommendations.

Directs task force to prioritize issues affecting homeless older adults, older adults at risk of homelessness, and older adults needing home modifications to age in place, while identifying innovative solutions to deliver health and social services in affordable housing.

Establishes legislative findings that California's aging population will nearly double by 2030, with many low-income older adults rent-burdened and facing homelessness due to lack of affordable housing.
