Requires state agencies to include an estimate of greenhouse gas emissions related to food purchases in their annual GHG emission reduction reports, to the extent feasible.

Directs the State Air Resources Board to create and publish a methodology on its website for state agencies to estimate greenhouse gas emissions from the full life cycle of all food purchased, including food provided by third-party vendors.

Specifies that the State Air Resources Board methodology may consider implementation costs and feasibility, and may focus only on tracking key sources of food-related emissions.

Requires state agencies to use the State Air Resources Board methodology when preparing estimates of their food-related greenhouse gas emissions.
