Extends reading instruction competence assessment requirements through July 1, 2024, allowing candidates to meet requirements through approved preparation programs, reading instruction assessments, coursework, or combinations thereof for preliminary multiple subject and education specialist credentials.

Requires teaching performance assessments to evaluate competence in literacy instruction, including foundational reading skills, aligned with current teaching performance expectations and the ELA/ELD Framework by July 1, 2024.

Modifies teacher preparation program standards to require study of effective means of teaching literacy and foundational reading skills to all pupils, including English learners and students with exceptional needs, aligned with current ELA/ELD Framework.

Provides alternative pathway for credential holders unable to take reading instruction competence assessment during COVID-19 pandemic closures to complete coursework in reading instruction meeting commission standards instead.

Repeals Section 44268.5 and modifies internship early completion option requirements, including a temporary reading instruction competence assessment requirement that expires July 1, 2024.
