Directs the Director of General Services to make an armory available for sale or transfer to a local agency at a state-determined price when the armory has not sold after 2 years of being listed on the department's website, upon request and approval of the Adjutant General.

Maintains existing requirements that armories must be offered to local agencies before private entities or individuals, with fair market value determined by appraisal.

Requires the Department of General Services to maintain and update a list of armories authorized for sale on its internet website with electronic notifications to local agencies and the public.

Establishes the Armory Fund to receive net proceeds from armory sales and leases for use in maintaining existing armories and acquiring or constructing new or replacement armories.

Specifies that armory sales are made on an "as is" basis and exempt from environmental review until title vests to the purchaser, after which local land use requirements and environmental laws apply.
