Changes the data source for calculating senior housing assistance from decennial census data to the most recent American Community Survey or successor survey conducted by the U.S. Census Bureau.

Limits exclusions from the total assistance calculation to only projects serving target populations defined as homeless persons, families, or homeless youth, removing previous exclusions for supportive housing for other populations.

Redefines "target population" in the supportive housing program to mean persons (including those with disabilities) and families who are homeless or homeless youth, as defined by federal law and California Government Code.

Requires at least 40 percent of units in supportive housing developments to serve chronically homeless individuals, homeless youth, or individuals exiting institutional settings who were previously homeless.

Maintains existing departmental requirements for supportive housing projects including annual reporting on resident outcomes, rent affordability plans, and priority consideration for projects with measurable evaluation plans.
