Dissolves the board of directors of Central Basin Municipal Water District (CBMWD) and cancels the November 3, 2020, election for directors.

Appoints Water Replenishment District of Southern California (WRD) as receiver for CBMWD, transferring all powers of CBMWD's board to WRD's board, except authority to dissolve the district or change employee terms without meeting and conferring with employee organizations.

Requires WRD to present a financial plan within 30 days, complete the standby charge process within 60 days, and fund receivership operations using only CBMWD's revenues.

Directs Los Angeles County Local Agency Formation Commission to conduct a municipal service review of CBMWD and report governance alternatives to the Legislature within nine months or by December 31, 2020, whichever is later.

Provisions become inoperative 18 months after the effective date and are repealed January 1 of the following year; bill takes effect immediately as an urgency statute.
