Net proceeds from sale of excess properties originally acquired for the Prunedale Bypass replacement alignment on State Highway Route 101 in Monterey County shall be reserved in the State Highway Account for programming by the California Transportation Commission with the Transportation Agency for Monterey County's concurrence.

Reserved Prunedale Bypass proceeds are designated for state highway projects in Monterey County, including construction of four express lanes on State Highway Route 156 and improvements to the State Highway Route 101 Corridor.

Proceeds from the Prunedale Bypass property sales are exempt from the distribution formulas that normally apply to transportation capital improvement funds under Sections 188 and 188.8 of the Streets and Highways Code.

The California Transportation Commission may relinquish State Highway Route 183 (from Route 101 in Salinas to Route 1 near Castroville) to the City of Salinas if the Department of Transportation and city agree and the commission determines it is in the state's best interests.

Route 183 shall cease to be a state highway upon relinquishment and is permanently ineligible for future adoption as a state highway.
