Establishes the California Electric Vehicle Authority within the Governor's office to fund and finance programs accelerating the transition to zero emissions transportation.

Authorizes the authority to provide incentives, rebates, tax credits, loan guarantees, and grants for charging infrastructure, light-duty vehicle adoption, electric vehicle manufacturing, and public and private fleet procurement.

Requires the authority to coordinate among state, regional, and local government entities including the California Air Resources Board, California Energy Commission, and California Public Utility Commission to remove barriers to transportation electrification.

Mandates establishment of electric-vehicle-related job training programs and skilled worker development to support clean transportation system buildout.

Requires the authority to ensure equity in access to zero emissions mobility options in disadvantaged communities and fund infrastructure and vehicle needs in those communities.
