Reduces maximum security deposit limits for service members renting residential property: one month's rent for unfurnished property and two months' rent for furnished property (compared to two and three months' rent for general tenants).

Prohibits landlords from refusing to rent to service members because the lower security deposit limits prevent demanding higher amounts.

Allows landlords to charge standard security deposit amounts if the service member has a history of poor credit or causing property damage.

Exempts situations where property is rented to a group including individuals who are not the service member's spouse, parent, domestic partner, or dependent.

Defines "service member" using the same meaning as Section 400 of the Military and Veterans Code, and requires the service member to be listed as a tenant on the lease agreement.
