Adds Section 21175 to the Public Resources Code to establish attorney's fees provisions in California Environmental Quality Act (CEQA) actions involving infill housing development projects.

Authorizes courts to award reasonable attorney's fees to a prevailing party in CEQA actions if the court finds the petitioner used actions, tactics, or claims that were made in bad faith and were either frivolous or intended to cause unnecessary delay.

Limits application to actions or proceedings related to projects involving the development of housing at infill sites.

Requires the Judicial Council to adopt a rule of court to implement this provision.
